Topaz is best in class for restoring your challenged photos and videos. In my case, I’ve got almost 50 years of film-based still images (scanned), lo-res digital photos going back 20+ years and, more recently, lo-res AI-generated work that is too small on its own. Here are some examples, starting with a 2004 non-DLSR digital portrait of a girl with glitter makeup. It’s noisy and grainy and mushy and of pretty much no use today. Unless!

Meanwhile, back in the present, stable-diffusion-type AI is allowing us to create amazing imagery, but usually at lo-res. Photo AI is necessary to fix that problem (enlarging and smoothing):
